Car Rental at Rome Fiumicino Airport (FCO): Best Options With a Debit Card, No Deposit and Full Insurance

Rome Fiumicino Airport (FCO) is about 30 km from the centre of Rome, and the toll-free A91 motorway links the two. For one week in November we found 1,540 rental offers from 48 companies here, and 55% of them were automatics. Ten of the 13 companies we recommend have their desk at the airport, most of them in Office Tower 2, which you reach on foot from arrivals, and three pick you up by shuttle. Six of the 13 accept a debit card, including Locauto, which asks for no deposit, only a symbolic 0,01 EUR authorisation at pick-up. This guide to car rental at Rome Fiumicino Airport covers each of the 13 companies we recommend, debit and Revolut cards, deposits, deals with no card at pick-up, prices by month, Fiumicino against Rome Ciampino, and what to know before you drive into Rome or out to Ostia Antica, Tivoli or Civita di Bagnoregio.

Data last verified: October 2026. Written by Simas Krasaitis, founder of Autorentwiz and former head of car rental at ADCRent.

Car rental at Rome Fiumicino Airport: the 13 companies we recommend

Fiumicino has a long list of rental companies: 55 are rated by verified renters at this airport, and 48 had offers in our November search. To make our list, a company needs a rating of 8.0 or higher from verified renters at this airport and a separate score of 8.0 or higher for its staff here. Seventeen companies passed both, and 14 of them had offers in our search. SIXT missed the staff score, and Europcar, Avis, Budget and Maggiore are rated below 8.0 at Fiumicino. We also leave out the zero-excess offer of Goldcar, rated 8.8, because the standard Goldcar offer is rated only 7.9 here. That leaves 13 companies, and only 6 of them accept a debit card. Our car rental in Italy page compares Fiumicino with the other Italian airports.

Key’n Go blocks 150-200 EUR, and its offers come with zero excess, but it takes credit cards only and does not allow travel abroad. With a debit card, Alamo, Enterprise and National block 500 EUR, and Hertz and Dollar 700 EUR. The highest deposits are at Target Rent (850-2,500 EUR), and on big cars Sicily By Car blocks up to 1,594 EUR. Where are the car rental desks at Rome Fiumicino Airport?

Terminals 1 and 3 at Fiumicino are in the same building, and you can walk between them. Most rental desks are in Office Tower 2, also called Torre Open, which you reach from arrivals through a pedestrian tunnel: follow the “Car Rental – Open” signs, which also start at the airport train station. Alamo, Enterprise, National, Locauto, Last Minute Rent, Sicily By Car and Viaggiare are in this rental area.

Sicily By Car is on the first floor, and Viaggiare keeps its cars in Torretta A, on the fifth floor. Hertz and Dollar list their desk in the terminal: follow the car rental signs. Key’n Go is not in the Office Tower but in multi-storey car park B, on level 4, which you reach by lift. The Rome Fiumicino Airport website lists the car park building, floor and phone number for most of the companies at the airport. The three shuttle companies work like this:

  • Automania is on Via Portuense, about 2.3 km from the airport rental area. Its free shuttle stops outside Departures at Terminal 1, door 5: call the number in your voucher when you land
  • Vivarent is on Via dell’Aeroporto di Fiumicino, about 3 km away. Call the number in your voucher when you land and go to the “Shuttle” meeting point outside Departures, on the first floor between Terminals 1 and 3
  • Target Rent works from the ParkinGO car park at the same address. Go up to Departures, wait at the meeting point in front of door 3 of Terminal 3 and call the number in your voucher. The shuttle runs every 15-20 minutes

Autorentwiz tip: of the customers who ask us about Rome and name their card, 67% have only a debit card, and 19% more have both. At Fiumicino only 6 of our 13 companies accept a debit card, and all six are at the airport. With a debit card, Locauto in Office Tower 2 takes no deposit, only a symbolic 0,01 EUR authorisation, and Alamo, Enterprise and National block 500 EUR. Many of the cheapest offers here are from companies that take credit cards only, so check the card section of the rental conditions before you book, or send us your dates on Messenger and we will check it for you.

Late arrivals and opening hours

At Fiumicino the desks keep the same hours every day of the week. Hertz, National, Alamo, Enterprise, Locauto and Dollar work from 07:00 to 23:59, Sicily By Car until 23:29 and Last Minute Rent from 07:00 to 23:00. Key’n Go and Viaggiare close at 22:30 and Automania at 22:00. Automania charges 61 EUR for a pick-up between 22:01 and 23:59, and 122 EUR between 00:00 and 07:59. Vivarent closes at 20:00 and Target Rent at 19:00, so they suit only daytime flights. Automania, Vivarent and Sicily By Car hold your car for 2 hours after the booked time, Dollar and Key’n Go for only 29 minutes, and most others for about an hour. Add your flight number to the booking.

Returning the car: the nearest petrol station

The nearest petrol station is the Enilive (Eni) station at Via dell’Aeroporto di Fiumicino 232, about 1.2 km south of the rental area and about five minutes from the airport. We could not confirm its opening hours, so check them on Google Maps before a late return. Fill up there, because most rental conditions ask for the same fuel level you started with, and the refuelling charge at the desk is much higher than the pump price.

Can I rent a car at Rome Fiumicino Airport with a debit card?

Yes, but only with 6 of the 13 companies we recommend, and all six have their desk at the airport: Locauto (no deposit, only a 0,01 EUR card authorisation), Alamo, Enterprise and National (500 EUR), and Hertz and Dollar (700 EUR). The other seven, including the three shuttle companies, take credit cards only. For its luxury cars, such as the Audi A8, Hertz takes credit cards only and wants two of them.

At the desk you need a physical debit card in the main driver’s name, and all six accept Visa and Mastercard debit cards. Locauto, Alamo, Hertz and Dollar do not take Maestro, and Dollar also refuses Visa Electron. In our search the cheapest car with a debit card was a Toyota Aygo at Locauto from 100 EUR a week, and the cheapest automatic a Volkswagen Polo at Alamo from 124 EUR. Our guide to renting a car in Italy with a debit card explains what the desk checks.

Renting a car at Rome Fiumicino Airport with a Revolut card

None of the 13 companies we recommend at Fiumicino accepts cards from online-only banks such as Revolut: all of them list these cards as not accepted. The only option we found for a Revolut card is Automania‘s deals with no card at pick-up. In our November search it had 30 of them, from about 139 EUR for 7 days, for a Kia Picanto, a Renault Twingo or a Fiat Panda.

You pay for the rental when you book, no deposit is blocked at the desk, and you remain liable for damage up to the excess, 1,500-2,700 EUR, unless you add full coverage. Automania works off the airport with a free shuttle and charges extra for pick-ups after 22:00. With any other deal, you need a card from a traditional bank in the main driver’s name. Send us your dates on Messenger, and we will check whether these deals are available for your trip.

Car rental at Rome Fiumicino Airport with no deposit

At Fiumicino you can rent with no deposit at all. In our search, Automania‘s deals with no card at pick-up blocked nothing, but you pay the full price when you book. The cheapest were small cars such as a Kia Picanto. Locauto also asks for no deposit, only a symbolic 0,01 EUR authorisation on a debit or a credit card at pick-up, in Office Tower 2. With a credit card, Key’n Go blocks 150-200 EUR with zero excess, and Viaggiare blocks 150 EUR and Sicily By Car 100 EUR on some cars with their own zero-excess cover, which costs more per day. With a debit card, the lowest deposit among companies that take one is 500 EUR at Alamo, Enterprise and National. Our guide to saving money on car rental shows how to weigh the deposit against the price.

Desk insurance or full coverage at Rome Fiumicino Airport?

At Fiumicino the excess, the part of any damage you pay yourself, was about 1,500-3,000 EUR at most of our companies in our search. Locauto had the lowest standard excess, from 1,200 EUR, and the highest were at Target Rent (up to 4,880 EUR), Sicily By Car (up to 4,270 EUR on big cars) and Hertz (up to 4,000 EUR). Key’n Go offers came with zero excess. You can cover the excess in two ways.

Full coverage added online when you book costs less per day, but the desk still blocks the normal deposit, and if something happens you pay the company and claim the money back from the insurer. The company’s own cover, sold at the desk, costs more but removes the excess on the spot and can cut the deposit, as with Viaggiare (150 EUR) and Sicily By Car (100 EUR). If you already bought full coverage, you do not need the desk cover as well. Our pick-up tips show how to film the car and what to check at pick-up.

Driver age and driving licence rules

The rules below come from the rental conditions of the 13 companies we recommend, for small cars unless we say otherwise, and the conditions of your own offer are what counts at the desk. Most companies accept only a physical licence, not a digital one. Send us the driver’s age on Messenger, and we will check which offers allow it.

  • Minimum age: 18 at Vivarent. 19 at Automania, Last Minute Rent, Target Rent and Viaggiare, and on small cars at Alamo, Locauto and Sicily By Car. 21 at Hertz, National, Enterprise and Dollar. 25 at Key’n Go. Most companies want the licence held for at least 1 year, and Alamo, Enterprise and National for 3 years
  • Bigger cars: compact cars need 21 at Alamo, Locauto and Sicily By Car. 9-seat vans need 25 at Hertz, National, Alamo, Enterprise, Locauto and Sicily By Car. Premium estates such as the Audi A5 need 25 at Hertz and 27 at the other five. Locauto wants the licence held for 3 years from compact cars up, and Sicily By Car on luxury cars
  • Young driver fee and maximum age: a young driver fee applies under 25 at most companies, under 24 at Viaggiare, under 23 at Sicily By Car and under 21 at Automania. Key’n Go has no young driver fee. The conditions do not state the amount. The maximum age is 80 at Automania, 82 at Sicily By Car and 85 at Vivarent and Viaggiare
  • EU or EEA licence: Italian law requires no International Driving Permit (IDP). A licence issued in an EU country is valid anywhere in the EU (Your Europe), and none of our 13 companies asks for an IDP with an EU licence. Their conditions do not name licences from Norway, Iceland or Liechtenstein, so with one of these, bring an IDP
  • UK licence: with a photocard licence you need no IDP to drive in Italy (GOV.UK), but Locauto, Sicily By Car, Target Rent, Last Minute Rent and Key’n Go still ask for one with a UK licence. With a UK licence, Dollar asks you to bring your DVLA check code
  • Other licences from outside the EU: Italian law requires an IDP or an official Italian translation with the licence (Art. 135 of the Highway Code), so bring an IDP. Hertz accepts licences from some countries without one, such as the USA, Canada and Australia, but we still advise the IDP because of the law

For small cars, medium cars and SUVs we leave out the lowest offers of Target Rent, which take credit cards only, block 850 EUR or more and come with a shuttle and a desk that closes at 19:00. 55% of all offers at Fiumicino were automatics. Vans with 7 or more seats started at about 55 EUR a day at Target Rent, and with a debit card, Locauto had a 9-seat Volkswagen Caravelle from 510 EUR a week.

Autorentwiz tip: Rome requests split in two. 29% of our Rome customers want the car in the city, at Termini or near the Vatican, and 60% of those city rentals are for a single day. Of the customers who pick up at the airport, 72% keep the car for 5 days or more. If you spend your first days in Rome, you do not need a car there: the Leonardo Express takes you from the airport to Roma Termini in 32 minutes, from 14 EUR, and you rent only for the days you drive out of the city. Rome Fiumicino or Rome Ciampino: which airport should you rent a car at?

Rome has two airports, about 31 km and 24 minutes apart by car. Ciampino is the low-cost airport, about 15 km south-east of the centre, and Fiumicino is about 30 km from the centre, on the toll-free A91. The biggest difference for renters is where the desks are. At Ciampino no company has a desk in the terminal: the desks are in a rental area about 450 m away or off the airport, with shuttles. At Fiumicino 10 of our 13 companies are at the airport, most of them in one building you reach on foot.

Driving from Rome Fiumicino Airport: the A91, the ZTL and day trips

The A91 motorway runs about 18.5 km from the airport towards Rome and joins the GRA, the ring road around the city. Both are toll-free. Piazza Venezia, in the centre, is about 29 km and 34 minutes away. The A12 north along the coast towards Cerveteri and Civitavecchia, the A24 to Tivoli and the A1 to Orvieto are toll motorways.

Rome: the ZTL and parking

Rome’s historic centre is a ZTL from 06:30 to 18:00 on weekdays and from 14:00 to 18:00 on Saturdays, except on holidays, and again from 23:00 to 03:00 on Friday and Saturday nights, except in August. Trastevere is closed from 06:30 to 10:00 Monday to Saturday, except on holidays, and on Friday and Saturday nights from 21:30 to 03:00, and from May to October also on Wednesday and Thursday nights. Tridente is closed from 06:30 to 19:00 on weekdays and from 10:00 to 19:00 on Saturdays. San Lorenzo is closed on the same nights and hours as Trastevere, and Testaccio from 23:00 to 03:00 on Friday and Saturday nights.

Like the night ZTL in the centre, the night zones in Trastevere, San Lorenzo and Testaccio are not active in August. Cameras record every plate, and rental cars have no permit. A fine of about 80-335 EUR arrives weeks later through the rental company, plus its admin fee, and it is 30% lower if you pay within 5 days. Staying at a hotel inside a ZTL? Ask the hotel before you arrive whether it can register your plate, and check the current zones and hours on the Roma Servizi per la Mobilità ZTL page.

Street parking on the blue lines costs 1.00 EUR an hour outside the ZTL and 1.20 EUR inside it, usually from 08:00 to 19:00, Monday to Saturday, and it is mostly free on Sundays and holidays. You can pay with an app such as EasyPark, MooneyGo or Telepass. For a day in the centre, leave the car outside it and take the metro or the train in.

Villa d’Este in Tivoli is about 72 km and 1 hour 3 minutes away via the GRA and the A24, Orvieto about 151 km and 1 hour 40 minutes on the A1, and Civita di Bagnoregio, on its ridge with the footbridge, about 150 km and 1 hour 54 minutes. From 15 November to 15 April, ANAS requires winter tyres or snow chains on board on state roads in Lazio, Umbria, Tuscany and Abruzzo. Check before you go whether your route is covered, and ask for winter tyres when you book a winter rental.

What our customers say

We spent a couple of days looking for the best option. After contacting Autorentwiz, within 20 minutes they offered an option with no deposit and no credit card needed, at the best price. At the rental desk I got a new car. Only the best reviews.

Arnas, Facebook review (translated)

We rented a car online from another company. However, when we got there, we had a conflict with the rental company about the insurance terms. Autorentwiz responded to our messages late in the evening, reviewed the photos of the contract we sent, and was happy to give us useful advice on how to act in a specific situation.

Jurgita, Google review (translated)

Fast, friendly service. Picking up the car in one place and returning it in another went smoothly!

FAQ: car rental at Rome Fiumicino Airport

Can I rent a car at Rome Fiumicino Airport with just a debit card?

Yes, with six companies: Locauto (no deposit, only a 0,01 EUR card authorisation), Alamo, Enterprise and National (500 EUR), and Hertz and Dollar (700 EUR), all at the airport. Bring a physical Visa or Mastercard debit card in the main driver’s name. The other seven companies we recommend, including all the shuttle companies, take credit cards only.

Can I rent a car at Rome Fiumicino Airport without a credit card?

Yes. Locauto, Alamo, Enterprise, National, Hertz and Dollar accept a debit card instead. In our search, Automania also had deals with no card needed at pick-up, from about 139 EUR a week, paid in full when you book. With every other deal, the main driver needs a physical card from a traditional bank.

Can I rent a car at Rome Fiumicino Airport with no deposit?

Yes. In our search, Automania had deals with no card and no deposit at pick-up, paid in full when you book. Locauto asks for no deposit, only a symbolic 0,01 EUR authorisation on a debit or a credit card at pick-up. With a credit card, Key’n Go blocks 150-200 EUR with zero excess.

It is usually worth it, because the excess at Fiumicino was about 1,500-3,000 EUR at most companies in our search, and up to 4,880 EUR at some. Full coverage added to the online booking is the cheaper option, but the normal deposit stays and you claim any damage back from the insurer. The company’s cover at the desk costs more, removes the excess at once and can lower the deposit.

The only option we found is Automania’s deals with no card at pick-up, from about 139 EUR a week, paid in full when you book. Otherwise you need a card from a traditional bank in the main driver’s name.

Which car rental at Rome Fiumicino Airport is open late in the evening?

Hertz, National, Alamo, Enterprise, Locauto and Dollar work every day until 23:59, Sicily By Car until 23:29 and Last Minute Rent until 23:00. Key’n Go and Viaggiare close at 22:30 and Automania at 22:00, with a 61-122 EUR charge for later pick-ups. Vivarent closes at 20:00 and Target Rent at 19:00.

Is it better to rent a car at Rome Fiumicino or Rome Ciampino?

For most renters, Fiumicino. Ten of the 13 companies we recommend there are at the airport, while at Ciampino no company has a desk in the terminal. In our October 2026 data Fiumicino was cheaper in every month except December, and only Fiumicino had deals with no card at pick-up. Ciampino is closer to the centre of Rome.

Can I drive a rental car into the centre of Rome?

Only outside the ZTL hours. The historic centre is closed to cars from 06:30 to 18:00 on weekdays and from 14:00 to 18:00 on Saturdays, and Trastevere, Tridente, San Lorenzo and Testaccio have their own hours. Fines are about 80-335 EUR plus the rental company’s admin fee. Park outside the centre and take the metro or the train in.

Is it easy to get an automatic car at Rome Fiumicino Airport?

Yes. In our November search, 55% of all offers at Fiumicino were automatics. With a debit card, the cheapest automatic among our companies was a Volkswagen Polo at Alamo from 124 EUR a week.

What is the minimum age to rent a car at Rome Fiumicino Airport?

The minimum age is 18 at Vivarent, 19 at Automania, Last Minute Rent, Target Rent and Viaggiare, and on small cars at Alamo, Locauto and Sicily By Car, 21 at Hertz, National, Enterprise and Dollar, and 25 at Key’n Go. Compact cars, vans and premium cars need 21 to 27 at some companies. Most companies add a young driver fee under 25.

Do I need an International Driving Permit to rent a car at Rome Fiumicino Airport?

Not with an EU licence, and none of the 13 companies we recommend asks for one. A UK photocard licence needs no IDP under Italian law, but Locauto, Sicily By Car, Target Rent, Last Minute Rent and Key’n Go still ask for one. With any other licence from outside the EU, Italian law requires an IDP or an official Italian translation, so bring an IDP with your licence.

Where is the best place to book a car at Rome Fiumicino Airport?

Through Autorentwiz: our search shows the same companies, cars and rental conditions as Discovercars, with our discount applied, so the same car costs less. At Rome Fiumicino Airport we recommend 13 companies. You can also get a free consultation by car rental experts on Messenger, and the discount is the same either way.

Is it better to rent a car at Rome Fiumicino Airport or in the city?

For a trip of several days outside Rome, the airport is the easier choice: 10 of the 13 companies we recommend have their desk at the airport, and the A91 into Rome is toll-free. For days in Rome itself you do not need a car, because the Leonardo Express to Roma Termini takes 32 minutes and runs every 15 minutes, from 14 EUR. Rome’s historic centre is a ZTL on weekdays from 06:30 to 18:00.

What should I watch out for when renting a car at Rome Fiumicino Airport?

Key’n Go is not in Office Tower 2 but on level 4 of car park B, and it does not allow travel abroad. Automania charges 61 EUR for pick-ups after 22:00 and 122 EUR after midnight. Target Rent takes credit cards only, blocks 850 EUR or more and closes at 19:00. Dollar and Key’n Go hold your car for only 29 minutes after the booked time.

How do you avoid extra charges when renting a car at Rome Fiumicino Airport?

At Rome Fiumicino Airport, check the card section of the rental conditions before you book, because many of the cheapest offers here are from companies that take credit cards only. Locauto asks for no deposit, only a symbolic 0,01 EUR authorisation on your card. If you already have full insurance, you do not need to buy the rental company’s insurance at the desk as well. Before you return the car, fill up at the Enilive (Eni) station at Via dell’Aeroporto di Fiumicino 232, about 1.2 km south of the rental area. We could not confirm its opening hours, so check them on Google Maps before a late return. A ZTL fine in the historic centre of Rome is about 80-335 EUR, and it arrives weeks later through the rental company, plus its admin fee. Film the car from all sides at pick-up and at return.
